SINGAPORE — Singapore has once again been recognized as the world’s top-performing government, ranking first in the 2026 Chandler Good Government Index (CGGI) for the fourth consecutive year.
The 2026 index assessed the government capabilities and performance of 133 countries using 35 indicators across seven pillars, including leadership and foresight, strong institutions, financial stewardship, public policies, marketplace attractiveness, global influence, and helping people rise.
Singapore maintained its position at the top of the rankings, ahead of Norway, Denmark, Finland, and Sweden, which completed the top five.
Strong Performance Across Key Areas
Singapore ranked first in five of the seven pillars measured by the index: Leadership & Foresight, Strong Institutions, Financial Stewardship, Attractive Marketplace, and Helping People Rise.
The country’s performance in Strong Institutions and Financial Stewardship was particularly notable. The 2026 report also highlighted a broader global improvement in financial stewardship, which recorded its first overall improvement after four consecutive years of decline.
The Chandler Good Government Index describes itself as an annual assessment of government capability and effectiveness. Its methodology focuses not only on outcomes, but also on the capabilities and institutions that enable governments to deliver those outcomes.
Philippines Ranks 59th
The Philippines placed 59th out of 133 countries, dropping four places from its 2025 ranking despite recording a slightly higher overall score of 0.533 compared with 0.523 the previous year.
The Philippines ranked behind several other Asian countries, including Singapore, South Korea, Japan, China, Malaysia, Indonesia, Vietnam, and Thailand.
The 2026 CGGI found that government performance improved across many countries, with the global average reaching its highest level since 2022. However, the report also stressed that strong government performance requires continued investment in institutions, fiscal resilience, and effective public-sector capabilities.
With Singapore maintaining the top spot for a fourth straight year, the latest ranking highlights the city-state’s continued strength in institutional capacity, public-sector management, and governance performance.
The Chandler Good Government Index is a global benchmarking tool and should not be interpreted as a formal award; Singapore’s “best government” recognition refers to its No. 1 ranking in the 2026 CGGI.
